美东时间8月13日上午，中美双方再次进行了全面经济对话，并约定在未来两周内再次通话。随后，美国贸易代表办公室（USTR）发布最新消息：因考虑健康和安全等因素，美国将推迟对特定类别中国商品加征关税至12月15日，并删除部分在列商品。
目前，USTR已公布将被推迟征收关税的部分商品列表（完整列表请点击此处查看），包括：手机，笔记本电脑，游戏主机，特定玩具，电脑显示屏幕，以及部分鞋服产品等。具体哪些商品将被免除加征关税还尚未明确，USTR称将对在列产品通过“排除程序”来确定。
8月1日，美国总统特朗普曾在推特上发文，宣布中美贸易对话进展称：自9月1日起，美国将对先前5月份未加收关税的3,000亿美元中国商品加收10%的关税。这一消息明显加重了中美双方投资者的紧张情绪，近期也有越来越多的外贸投资企业向我所咨询相关业务。
适用该关税加收政策的产品列表最先于今年5月发布。该列表涵盖了鞋服等产品，对美国零售行业产生了明显的冲击。而本次推迟加征关税的消息有效缓和了美国零售行业的压力。同样，延迟加征手机和笔记本电脑等核心技术产品关税，也明显减轻了关税对于美国科技公司及科技产品分销商的负面影响。
上次中美会谈确定的关税政策，给美国消费主导的市场经济带来了诸多不确定性。最新消息无疑有效安定了美国市场，美国股市也在新消息发布后应声大幅回升。对中国外贸投资企业来说，这也必定成为一大利好消息。
