BIOGRAPHY
Mr. De Luca joined the Jia Law Group as an Of Counsel, working on immigration, international trade matters and other high-stakes litigation. He started his career as a Law Clerk for a United States Judge for the Court of International Trade and working on international trade and civil litigation matters for the law firm Ross & Hardies, now McGuire Woods. He returned to school to get his LL.M. with Distinction from Tulane Law School and became the first applicant in three years to be admitted to Tulane's S.J.D. program. While writing his dissertation, he taught the International Law Seminar as an Adjunct Professor at Pace Law School, worked for a bankruptcy firm in Parsippany, NJ, served in the Office Chief Counsel for Import Administration, U.S. Department of Commerce, and practiced international trade law for a boutique firm in Washington, DC.
After defending his doctoral dissertation and earning his S.J.D., he returned to the NYC area and began working on complex litigation and regulatory matters for some of the world's largest law firms, often managing teams of up to 40 lawyers, representative matters include: finance, insurance, and banking, second requests from the DOJ/FTC, and OIG investigations into medical billing practices and generic drug pricing.
In addition to practicing law, Mr. De Luca serves on the Operating Council and Legislative Committee of the NJ Coalition Against Human Trafficking, and as a trained volunteer Ambassador of Hope for Shared Hope International. He serves as a lay ecclessial minister for his church, the Archdiocese of Newark and a laura of religious hermits in Chester, NJ. He serves as a Local Safe Environment Coordinator and Facilitator of Protecting God's Children for Adults, ensuring that clergy, employees, teachers, parents, and volunteers are screened and trained in the prevention of child sexual abuse. Mr. De Luca is also an emergency responder, professional scuba diver, and a musician, playing trumpet, flugelhorn, and piano. He resides in Jersey City Heights.
