随着美国对移民和边境政策的收紧，特朗普总统加大了对国土安全部的压力，要求美国移民局(USCIS)局长西斯纳(Lee Francis Cissna)辞职。据多家媒体消息报道，西斯纳已在5月25日致信美国移民局的工作人员，确认递交辞呈。该辞呈于6月1日生效。
西斯纳于2017年10月接任美国移民局局长职务，他在邮件中写道：“在过去的20个月里，每天，我都热情地致力于实现USCIS的使命，忠实地管理国家的合法移民制度。”并表示，他是”应总统的要求”递交辞呈的。

今年4月，美国国安部长尼尔森(Kirstjen Nielsen)被要求下台后，白宫一直在监督国土安全部高层的变动。尽管西斯纳已经完成了许多特朗普政府的政策，包括叫停对一些国家的临时身份保护计划，并缩紧H-1B政策，但被认为在收紧移民法、推动复杂的监管变革方面行动过于缓慢，而遭到解职。
随着西斯纳的离职，拥有24万名员工的国土安全部将会有十余个高级领导职位空缺，国安部长和总监察长等职位虽被临时填补，但正式任命需要经过参议院确认。
媒体报道称，特朗普将任命前弗吉尼亚州司法部长共和党人肯·库奇内利(Ken Cuccinelli)为下一任移民局局长，但目前还不清楚能否成行，因为该职位需要参议院确认。
该弗吉尼亚州前司法部长以对移民的强硬态度著称，其相关主张有：在美出生无证移民子女不应被给予公民身份；呼吁公立大学州内学费优惠应仅提供给公民或永久居民等。
