前日，移民局宣布将从今年8月5日起，将拒绝受理没有填写申请人或受益人名称和办公地址的I-129表格。
I-129表为非移民工作者申请表，用于H-1B等非移民工作签证的申请。
美国国土安全部门要求每份表格都按照表格说明提交，并允许移民局拒绝任何未按照规定提交的申请。
目前，移民局拒绝受理I-129表的主要原因有：
签名缺失
未授权第三方签字
申请费错误等
I-129表格第1部分中的主要办公地址不得是申请人或受益人律师的地址。错误的地址会导致I-129表格审理时间的延长，或直接导致拒绝。
在多数情况下，申请人或受益人的主要办公地址将决定H-1B受理中心的地址。有关在何处递交申请，可参见移民局官网的：Direct Filing Addresses for Form I-129, Petition for a Nonimmigrant Worker。
因信息缺失而拒绝的I-129表格通常可以修改错误后重新提交。但在移民局收到足够数量的申请之后，重新提交的申请或将被拒绝。
H-1B批准后的注意事项
2019财年的H-1B批准率，从前一年的84.5%，下滑到了79.4%，为持续下滑的第三年。
在H-1B签证获得移民局批准之后，并不代表申请人从此高枕无忧了，同样还有一些事项需要申请人特别注意：
去领馆面签时强烈建议，申请人需携带批准函原件。此外，在DMV申请或更新驾照时，H-1B签证持有者也需要携带批准函原件前往；
境内转换身份的申请者的批准函内会含有一份I-94，在出入境时需携带该表格；
在H-1B签证正式生效之前的Cap-gap期间，不建议出境。若申请人出境且返回美国的日期在九月底十月初之间，建议申请人取得H-1B签证之后再返回美国；
H-1B在10月1日生效之后，申请者必须为H-1B申请批准的雇主工作。同时，雇主在员工入职3天内填写I-9表格。
